Resumen

El sistema internacional atraviesa por un fuerte proceso de confrontaciones. Por una parte, un grupo de naciones promueven el multilateralismo, apuestan por fortalecer los procesos de integración y la cooperación internacional. Sin embargo, por otro lado, se ha evidenciado una tendencia unilateral y proteccionista contraria a los acuerdos internacionales y contra el sistema de Naciones Unidas, lo cual entorpece los programas de colaboración, Asistencia al Desarrollo, transferencia de tecnología o asistencia internacional. En ese panorama, la pandemia global del Coronavirus ha forzado aún más las necesidades de cooperación internacional. África Subsahariana, una región históricamente explotada como la periferia del sistema capitalista global, se enfrenta a una compleja crisis sanitaria, a la cual casi ninguno de los estados subsaharianas es capaz de enfrentar por sí solos.

Summary

The international system is going through a process of confrontations. On one side, a group of nations promote multilateralism and bet for strengthening integrations processes and international cooperation. However, on the other side, it seems to appear a unilateral and protectionist trend which opposes to international agreements and the United Nations system, and also hinders the collaboration processes, the Official Development Assistance, the technology transfer or the international aid. In that scenario, the global pandemics of Coronavirus has pushed even further the needs for international cooperation. Sub-Saharan Africa, a historically exploited region as the periphery of the international capitalist system, is facing a sanitary crisis which almost any Sub-Saharan country is able to counter by itself.
