Resumen

En la actualidad la población en México está concentrada principalmente en 401 ciudades registradas en el Sistema Urbano Nacional, de las cuales la Ciudad de Toluca es una de las cinco más pobladas a nivel nacional, representando el 2.4 de la concentración urbana situación que representa fuertes desafíos urbanos entre los que destaca el deterioro, abandono, disminución, e inseguridad en los espacios públicos siendo el caso de plazas, jardines, calles, parques, pero también es cierto, que las mujeres y hombres viven el espacio público de manera distinta.Al respecto la CEPAL en el 2016 señala que la Nueva Agenda Urbana adoptada en la Conferencia de Naciones Unidas sobre Vivienda y Desarrollo Urbano Sostenible, Hábitat III sostiene que para lograr la igualdad de género, se debe de garantizar los derechos humanos de las mujeres y su participación en los diversos niveles de adopción de decisiones, eliminando toda forma de discriminación y violencia hacia ellas, teniendo como compromiso incorporar la participación ciudadana incluyendo las demandas de género en el proceso de planificación e implementación de políticas públicas urbanas y territoriales. Con esta problemática planteada se desarrolla el siguiente objetivo para el desarrollo de la investigación: ofrecer propuestas de solución ante la inseguridad de los espacios públicos desde una perspectiva de género en la Ciudad de Toluca. La importancia de generar seguridad en los espacios públicos radica en mayor cohesión social entre los habitantes del lugar, sin dejar de considerar que los roles tanto del hombre como de la mujer son muy distintos y que por lo mismo los espacios son ocupados más por las mujeres. Por lo anterior la forma de abordar el estudio, recurre al método hipotético-deductivo mediante un proceso de investigación mixta con base en análisis del lugar, con el propósito de la recolección de datos cualitativos y cuantitativos y posteriormente ofrecer resultados que estarán encaminados a generar alternativas de solución con el propósito de ofrecer espacios públicos más seguros y de calidad, considerando la participación de la ciudadanía y los lineamientos planteados de la ONU Hábitat.

Abstract:

Currently the population in Mexico is mainly concentrated in 401 cities registered in the National Urban System, of which the City of Toluca is one of the five most populous nationwide, representing 2.4 of the urban concentration situation that represents strong challenges urban areas, among which the deterioration, abandonment, decrease, and insecurity in public spaces stand out, such as squares, gardens, streets, parks, but it is also true that women and men experience public spaces differently. ECLAC in 2016 points out that the New Urban Agenda adopted at the United Nations Conference on Housing and Sustainable Urban Development, Habitat III maintains that in order to achieve gender equality, the human rights of women and their participation in the various levels of decision-making, eliminating all forms of discrimination and violence towards them, having as an incoherent commitment rporate citizen participation including gender demands in the planning and implementation process of urban and territorial public policies. With this problem raised, the following objective is developed for the development of the investigation: to offer proposals for solutions to the insecurity of public spaces from a gender perspective in the City of Toluca. The importance of generating security in public spaces lies in greater social cohesion among the inhabitants of the place, while continuing to consider that the roles of both men and women are very different and that, therefore, the spaces are occupied more by women. . Therefore, the way to approach the study, uses the hypothetical-deductive method through a mixed research process based on site analysis, with the purpose of collecting qualitative and quantitative data and subsequently offering results that will be aimed at generating alternatives solution with the purpose of offering safer and quality public spaces, considering the participation of citizens and the proposed guidelines of UN Habitat.
