DESARROLLO DE CAPACIDADES EN EL TRABAJO POR CUENTA PROPIA DEL MUNICIPIO GUISA

RESUMEN

El perfeccionamiento del  modelo  económico  cubano estuvo  condicionado por la situación económica internacional y el recrudecimiento  del  bloqueo  económico,  comercial y financiero contra Cuba por los Estados Unidos, que  reflejó  en   el   orden   interno         baja   eficiencia, descapitalización, mala infraestructura,  envejecimiento y  estancamiento en el crecimiento poblacional. Ante estos factores se adoptaron una serie de medidas encaminadas a transformas la realidad existente,  la  más  importante,  fue  la    ampliación y flexibilización del  trabajador no estatal:  Para  lograr  su  finalidad  se  dictaron  una  serie  de  regulaciones  y  disposiciones  jurídicas,    como  la  Resolución  32/2010   y el Reglamento de Trabajo por Cuenta Propia. Atendiendo a la importancia económica que representa este sector en Cuba y la necesidad de buscar alternativas para su perfeccionamiento,  y contribución eficiente al desarrollo local,  el presente trabajo aborda las insuficiencias que limitan el desarrollo de capacidades en el   trabajo por cuenta propia del  municipio Guisa, evidenciada en  la insuficiente gestión, la no  existencia de un mercado  que de respuesta a las demandas de materias primas,  no existencia de áreas con la infraestructura necesaria y locales estatales arrendados carentes de imagen, confort  y  belleza. Para dar tratamiento a estas insuficiencias se planteó como objetivo de la investigación elaborar un sistema de acciones que favorezca el desarrollo de capacidades en  el trabajo por cuenta propia del municipio Guisa. Los resultados más significativos  obtenidos  fueron  la caracterización y diagnóstico del cuentapropismo en Guisa. y la elaboración de  un sistema de acciones que permita favorecer  el desarrollo de capacidades en este sector.

CAPACITY DEVELOPMENT IN THE SELF-EMPLOYED WORK OF THE GUISA MUNICIPALITY

ABSTRACT

The improvement of the Cuban economic model was conditioned by the international economic situation and the intensification of the economic, commercial and financial blockade against Cuba by the United States, which reflected low efficiency, decapitalization, bad infrastructure, aging and stagnation in growth in the internal order population. Given these factors, a series of measures were adopted aimed at transforming the existing reality, the most important was the expansion and flexibility of the non-state worker: To achieve its purpose, a series of regulations and legal provisions were issued, such as Resolution 32/2010 and the Self-Employment Regulation. Considering the economic importance that this sector represents in Cuba and the need to seek alternatives for its improvement, and efficient contribution to local development, this paper addresses the shortcomings that limit the development of capacities in self-employment in the Guisa municipality, evidenced in insufficient management, the non-existence of a market that responds to the demands of raw materials, non-existence of areas with the necessary infrastructure and leased state premises lacking image, comfort and beauty. In order to treat these shortcomings, the objective of the research was to develop a system of actions that favors the development of skills in self-employment in the Guisa municipality. The most significant results obtained were the characterization and diagnosis of self-employment in Guisa and the elaboration of a system of actions that allows favoring the development of capacities in this sector.
