RESUMEN

La organización social que derivó del neolítico estableció un orden, una jerarquía y la distribución de tareas, lo que requería la contribución de todos los miembros de las incipientes sociedades, para sostener la burocracia que nacía. En el presente ensayo mantenemos como objetivo o premisa, postular de forma innovadora, que las finanzas públicas iniciaron en la prehistoria, y que dicho origen está marcado desde el llamado período Neolítico. Estableciendo como premisa la especialización necesaria de un cuerpo burocrático, sostenemos, que las primeras aldeas impusieron cuotas en especie a sus miembros creando las finanzas públicas, las cuales nacieron con las características que aún tienen, el poder coercitivo para el cobro de tributos y la justificación para el bien común, de otra manera, la división del trabajo y la creación de órganos de poder no hubieran sido posible. Sostenemos entonces, que la recaudación de impuestos para cubrir el gasto público no surgió ni con las civilizaciones más antiguas y menos con los Estados modernos, por el contrario, podemos vislumbrar que ha sido la constante desde épocas inmemoriales, como lo trataremos de explicar en las páginas siguientes. Pero le anticipamos al lector, que postulamos que el poder tributario inició muy probablemente en el llamado período Neolítico, por corresponder a dicho período debemos advertir que, de alguna manera, en el presente ensayo hacemos uso de la ucronía, pero no es una mera elucubración, la idea tiene lógica como lo veremos en las líneas siguientes.

THE NEOLITHIC ORIGIN OF PUBLIC FINANCE 

ABSTRACT

The social organization which derived from the Neolithic period established an order, a hierarchy and distribution of tasks, which required a contribution from all members of the incipient societies, to sustain a recently born bureaucracy. In the present essay we maintain as an objective or premise, to postulate in an innovative way, that public finances started in prehistory, and that said origin is branded in the so called Neolithic period. Establishing as premise the necessary specialization of a bureaucratic body, we sustain that the first villages, imposed quotas in kind to its members, creating public finances, which were born with the characteristics they still have, the coercive power to collect tributes and the justification of the common good, put in another way, the division of work and the creation of organs of power wouldn’t have been possible. We sustain the, that the collection of taxes to cover the public spending did not arise even with the most ancient civilizations and even less with modern states, on the contrary, we can glimpse that it has been a constant from time immemorial, as we will try to explain in the next pages. But we anticipate the reader, that we postulate that the tributary power most likely began in the so-called Neolithic period, since it corresponds to that period, we must note that, in some wat, in this essay we make use of the uchrony, but it is not a mere elucubration, the idea has logic, as we will see in the following lines.
