Je tiens à vous informer que mon article sur “L’administration de l’État face à la décentralisation en France” que je devais vous facie parvenir à la fin de ce mois pour les Cuadernos informativos..., arrivera avec quelques semaines de retard. J’ai en effet été retardé par des tâches supplémentaires non prénes (participation à un jury de concours administratif et à deux soutenances de thèse de Doctorat). Du reste, le mauvais fonctionnament actuel du service des postes en raison de grèves dans la fonction publique incite à la prudence car certains courriers ne sont pas achemeriés normalement.

En vous présentant mes excuses pour ce retard, je vous prie cher Collègue d’agréer l’expression de mes sentiments les meilleurs.

I appreciate very much your letter of October 10, 1988 and the comments you expressed concerning my article. Over the past two years I have researched, written, and completed two articles. One is entitled “Just and Unjust Wars: The Laws and Customs of War, The Illegality of Aggressive War, and The Nuremberg War Trials in Retrospect” . The latter article was mailed to you October 12, 1988.

I have taken the liberty to send you a copy of the second completed article The American Constitution of 1787 – “A living Constitution” – which is included with this letter for the purpose of having it published in either of your Journals Annals... or [in] Cidhppn.

I have some thoughts concerning further research and writing, but have not moved in that direction as of the current time.

Again, I wish to thank you for the opportunity to participate with you, and others, in the publishing endeavor.
