RESUMEN

La accesibilidad universal, su inclusión y diseño debería ser la norma común de las infraestructuras, espacios y contenidos museísticos, al igual que la formación y adiestramiento de su personal para enfrentarse a las necesidades de toda la sociedad.

Según la Organización Mundial del Turismo (OMT) en el año 2017, el 40% de los 1.322 millones de llegadas de turistas internacionales son consideradas llegadas de turistas culturales.

En el ámbito marroquí en el año 2015, según el Observatorio de Turismo de Marruecos, el 42% de los turistas extranjeros visitaron los monumentos históricos y museos durante su estancia, en el caso de Tétouan esta cifra solo alcanza el 16%.

El objetivo general de este estudio ha sido conocer el grado de accesibilidad universal y adaptación a personas en situación de discapacidad de los museos de la ciudad de Tétouan, en concreto se han estudiado, el Museo Arqueológico, el Museo Etnográfico, el Área expositiva de la Escuela de Artes y Oficios y el Centro de Arte Moderno.

Se ha confeccionado para ello, una serie de fichas técnicas de indicadores de Accesibilidad Universal siguiendo las especificaciones del Diseño para Todos, basadas en las determinaciones de la Norma Internacional ISO 21542:2011 Building construction. Accessibility and usability of the built environment.

Llegando a la conclusión de que los museos de Tétouan no son universalmente accesibles. El Centro de Arte Moderno con algunas carencias puede considerarse como museo accesible a personas con discapacidad física, el Área expositiva de la Escuela de Artes y Oficios se puede considerar como museo practicable y tanto el Museo Arqueológico como el Museo Etnográfico se pueden valorar como museos no accesibles.

Ante esta situación se aporta relación de las condiciones básicas de accesibilidad y no discriminación de las personas en situación de discapacidad, que debe cumplir tanto el entorno edificado como las exposiciones y contenidos museísticos, facilitando así su uso y disfrute por el mayor número posible de visitantes independientemente de su situación personal.

ABSTRACT

The universal accessibility, its inclusion and its design should be a general rule for all infrastructures, contents and museum facilities, as well as the training of the staff to be able to assist all needs existing in the society.
 
Based on the report from 2017 of the World Tourism Organization (UNWTO), 40% of the 1322 millions of international tourists were considered related to culture.

Specifically, during 2015 in Morocco and based on the Moroccan Tourism Observatory, 42% of the international tourists visited the museums, in case of Tétouan this number reaches 16%.

In this study we aim for understanding the universal accessibility and the adaptation of persons with disabilities to the museums in Tetouan. Specifically, we have studied the Archeological and Ethnographic museums as well as the exhibition halls of the School of Arts and the Modern Art Institute. For this, we have completed a series of technical files with indexes related to Universal Accessibility following the standards of Design for Everyone from the International Standards ISO 21542:2011 Building construction. Accessibility and usability of the built environment.

We found that the Museums in Tetouan are not universally accessible. The Modern Art Institute can barely meet the requirements for an accessible facility for people with physical disabilities. The exhibition hall of the School of Arts can be considered practicable museum. The Archeological and Ethnographic museums are categorized as non-accessible museums.
  
After this evaluation, we include tables with the basic rules, of accessibility and non-discrimination of people with disabilities, that the facilities, their exhibition halls and contents should comprise in order to facilitate the access of the highest possible number of visitors independently of their own personal situation.
