RESUMEN
Los desastres naturales en destinos turísticos afectan su funcionamiento y generan una atmosfera de incertidumbre y crisis, no obstante, se ha comprobado que el turismo es una actividad clave y rápida para reactivar la economía de zonas afectadas. Esta investigación realiza un análisis de la actividad turística de la ciudad de Portoviejo en la costa ecuatoriana, posterior al terremoto del 16 de abril del 2016, expone el grado de afectación que tuvo esta actividad en las diferentes líneas de negocios y en la economía local, identifica las estrategias implementadas por las diferentes formas de gobierno y la banca pública y privada, las medidas e incentivos legales aplicadas en los territorios de mayor afectación, y expone los beneficios que se obtuvieron luego de haberse suscitado esta tragedia. La metodología aplicada fue de carácter bibliográfica y descriptiva. En la aplicación de los métodos teóricos de la investigación (análisis-síntesis y lógico e histórico) permitió establecer los resultados, la percepción ciudadana sobre las acciones ejecutadas para salir de la crisis y especialmente en el ámbito turístico del cantón. Se especifica las principales obras de desarrollo que fueron realizadas que impulsan el turismo y particularmente de Portoviejo.

ABSTRACT
Natural disasters in tourist destinations affect their operation and generate an atmosphere of uncertainty and crisis, however, it has been proven that tourism is a key and quick activity to reactivate the economy of affected areas. This investigation makes an analysis of the tourist activity of the city of Portoviejo on the Ecuadorian coast, after the earthquake of April 16, 2016, exposes the degree of affectation that this activity had in the different lines of business and in the local economy, identifies the strategies implemented by the different forms of government and public and private banking, the measures and legal incentives applied in the territories of greatest affectation, and exposes the benefits that were obtained after this tragedy had arisen. The methodology applied was of a bibliographic and descriptive nature. In the application of the theoretical methods of research (analysis-synthesis, logical and historical) allowed to establish the results, the public perception of the actions taken to get out of the crisis especially in the tourism sector of the canton. It specifies the main development works that were made that promote tourism and particularly of Portoviejo.
