This enquiry concern seven municipal centers located at differents zones in Tlaxcala state, the purpose is analyze the manner into the physique increase of the center populated with the add of public services.

The need to improve the covering process at public services is a problematic with repercussion directly on the physical increase to center villages, the planning works by the municipal government have lacks appeared in settles human down uncontrollables to claim their services so that to increased. The main of services named in the federal, state legislation and municipal observance, have a behaviour at net way in its provides and so we allow to think in a model new to increase the covering so guide its increase in such a planning way.

It was find that main of the municipal centers analyzed, lack of planning to decide strategies for the covering. Nanacamilpa looks like an important model to follow for has outstanding characteristics unlike of the others six population centers in appearances such as: fortitude of the municipal government, the extensive culture of social participation, covering strategies, limits of the dispersal population, use of the rules, foment at culture of the services pay, aligned streets and extends and reduced internal problematic due to the supply services. The previous judgments are determining to guide the physical and ordained increase; so encourage each appearance requires a mix of the government volitions, the civil society and its different actors; without to ignore that it is necessary to know the elements of the territory for make the best decisions. The model to follow should be to make cohesive the pieces of work of the municipal government, with the needed of physical increase of the population center, because the now capacity of authorities in this level is not in conditions to invent a well-organized process of ordening in its population centers, so that the main concern is to comply with the emergents works, sharpening the problem for estimate restricts and insufficient personal qualified to attendance this uncontrollable phenomenon.
